After recently reading and loving Vanishing Girls, the first book in the Josie Quinn series, I eagerly jumped into this second book that follows a double kidnapping, a mysterious woman with no memory and sinister corruption in the city of Denton where Josie is now Chief of Police.
Regan provides readers with many twists and red herrings. Josie remains an interesting and complicated character with emotional baggage that readers better understand, but this book didn't quite captivate me as much as the first book.
In this second installment, the plot and the large cast of characters made for a story that felt a bit convoluted and drawn out. There is good tension and some action-packed scenes (one of which will require readers to suspend disbelief) and I enjoyed seeing characters from the first book (hey Noah Farley!), but noticed a marked change in Luke's personality from how he was portrayed in the first book.
Overall, Regan keeps readers on their toes with suspenseful scenes and a strong but flawed female main character in Josie whose past continues to intrigue me, making it a good addition to this suspense series (which I strongly recommend reading in order). I am excited to catch up on this long-running series' backlist and based on some comments from others readers, I am in for a wild ride.

Book Description from GoodReads: Detective Josie Quinn is horrified when she’s called to the house of a mother who had her newborn baby snatched from her arms.
A woman caught fleeing the scene is Josie’s only lead, but when questioned it seems this mysterious girl doesn’t know who she is, where she’s from or why she is so terrified…
Is she a witness, a suspect, or the next victim?
As Josie digs deeper, a letter about a mix-up at a fertility clinic links the nameless girl and the missing child to a spate of killings across the county. Josie is faced with an impossible decision: should she risk the life of one innocent child to save many others… or can she find another way?
